IT hardware tenders on GeM: laptops, desktops and printers

Practical tips for bidding on laptop, desktop and printer tenders on GeM: matching specs, OEM authorisation, BIS and local content, warranty, multi-consignee delivery and pricing.

Know the exact categories

IT hardware on GeM is split into fine-grained categories — for example entry/mid-level and high-end laptops, entry/mid-level and high-end desktops, A4 and A3 multifunction printers, computer printers and consumables. Each has a specification template. Your offered model must be listed in the bid's category, with its specifications filled correctly in your catalogue.

Match the specification line by line

Bids for computers specify processor generation and class, memory, storage, display, ports, operating system, and sometimes benchmarks or energy ratings; printers specify speed, duty cycle, duplex, network and scanning. Compare every line with the model's official data sheet. Offer only what the data sheet proves — evaluators check, and a model that falls short on one parameter is technically rejected.

OEM authorisation, BIS and local content

  • ✓Resellers need OEM authorisation to list the brand and often a bid-specific letter; ask the OEM as soon as you shortlist the bid
  • ✓Many IT products must be registered with BIS under the Compulsory Registration Scheme before sale; the model's registration must be valid
  • ✓Bids state Make in India preference and minimum local content; your declaration must follow the OEM's declaration for the model
  • ✓Some bids ask for OEM turnover or OEM past performance in addition to the bidder's

Warranty, installation and service

IT bids usually require on-site comprehensive warranty for the period the bid states, installation at each consignee and service support in the delivery region. Confirm that the OEM's warranty and service network cover all consignee locations, and that the warranty is registered in the buyer's name where the bid asks for it.

Delivery to many consignees

A single laptop bid can have dozens of consignees across a state. Check the consignee list before pricing — freight, installation visits and follow-up for each CRAC add real cost and time. Payment for each consignee generally follows that consignee's acceptance, so plan working capital for staggered payments.

Pricing in a volatile market

Component prices and model availability change quickly in IT hardware. Confirm stock and price with the OEM or distributor for the full bid validity and delivery period, and check that the model will not reach end-of-life before delivery. Many IT bids go to reverse auction, so decide your floor price beforehand.

A pre-bid checklist for IT hardware

  • ✓Model listed and live in your GeM catalogue under the bid's exact category, with stock and price updated
  • ✓Data sheet saved as PDF, with every specification line of the bid checked against it
  • ✓OEM authorisation (bid-specific if asked) and the OEM's warranty terms for the bid's warranty period
  • ✓BIS registration valid for the exact model where the product needs it
  • ✓Make in India / local content declaration consistent with the OEM's declaration
  • ✓Freight, installation and service cost worked out for every consignee in the list
  • ✓EMD or exemption proof, and a plan for the ePBG if you win

After the order: delivery, CRAC and payment

Once the contract is placed, deliver within the period it states and get each consignee to record receipt and acceptance on GeM; the Consignee Receipt and Acceptance Certificate (CRAC) is what lets the bill move to payment. Keep proof of delivery and installation reports signed by the consignee, register the warranty if the bid asks, and note the support contact for the warranty period. If a consignee is unreachable or rejects the goods, raise it promptly through GeM rather than waiting, since delays in acceptance hold up payment for that consignee.

Frequently asked questions

Do I need OEM authorisation for laptop tenders on GeM?

If you are a reseller, generally yes — to list the brand's models and, in many bids, as a bid-specific authorisation letter from the OEM.

Is BIS registration needed for IT products on GeM?

Many IT products, such as laptops and printers, fall under BIS's Compulsory Registration Scheme and need valid registration for the model. Check the product's status and the bid's requirements.

Why was my laptop bid rejected technically?

Common reasons are a specification mismatch with the data sheet, missing OEM authorisation, invalid BIS registration or missing documents asked in the ATC.

Can I offer a higher-spec model than asked?

Usually a model that meets or exceeds every specification line is acceptable, but it must still be listed in the bid's category and priced competitively. Check the bid for any restriction.
