Who can register as a seller
Any business that wants to supply goods or services to government buyers can register on gem.gov.in — proprietorships, partnerships, LLPs, private and public limited companies, and other entity types such as societies and trusts. Manufacturers (OEMs), resellers and service providers all register as sellers; the difference shows up later, in how you list products and which conditions you must meet in bids.
Registration is done online. There is no agent you must go through, and you should be careful of anyone offering "guaranteed" registration or orders for a fee.
Documents and details to keep ready
Collect these before you start, so the profile can be filled in one sitting and every name matches:
- ✓PAN of the business (for a proprietorship, the proprietor's PAN)
- ✓Aadhaar of the authorised person, with the mobile number linked to it, for OTP-based verification
- ✓GSTIN, if your goods or services are taxable
- ✓Bank account in the business name — cancelled cheque or account details for validation
- ✓Udyam registration certificate, if you are a micro or small enterprise
- ✓DPIIT startup recognition certificate, if you are a recognised startup
- ✓Incorporation details (CIN / LLPIN) for companies and LLPs
- ✓Registered office address and any other office or warehouse locations
- ✓Income tax return / turnover details for the last few years, which bids use for turnover checks
- ✓A business email ID that will not disappear when an employee leaves
The registration steps, in order
- ✓Create the primary user account with the authorised person's Aadhaar/PAN details and verify with OTP
- ✓Fill the organisation profile: business type, PAN validation, addresses
- ✓Add tax details (GSTIN) and bank details; wait for the bank account to be validated
- ✓Add MSE (Udyam) or startup (DPIIT) details if they apply — these unlock exemptions in bids
- ✓Fill the turnover and experience sections fully
- ✓If you are an OEM in a category that requires it, apply for vendor assessment
- ✓Add your products or services to the right categories (your catalogue)
Why names must match everywhere
Most registration delays come from small mismatches: the business name on PAN differs from GST, the bank account is in a different name, or the address on Udyam is old. GeM validates many fields against government databases, so fix the source record first rather than typing a different spelling on GeM.
Check also that your Udyam registration lists the activity you will sell on GeM. An MSE certificate that covers only trading in one product does not help you claim MSE benefits for an unrelated service.
Caution money and charges
GeM asks sellers to deposit caution money before they can take part in bids, and it levies transaction charges on orders under its current policy. The amounts and slabs have changed over time, so check the current rules on gem.gov.in instead of relying on figures you read elsewhere.
After registration: what to do first
- ✓Choose your categories carefully — bids are open only to sellers who offer the bid's exact category
- ✓Upload your catalogue with complete specifications and correct prices
- ✓Keep certificates (Udyam, DPIIT, ISO, BIS, OEM authorisation) valid and up to date in the profile
- ✓Start tracking bids in your categories so you see new ones on the day they are published

Frequently asked questions
Is GeM seller registration free?
Creating the seller account is free. GeM separately requires a caution money deposit before bidding and may levy transaction charges on orders under its current policy; check gem.gov.in for the present amounts.
Can I register on GeM without a GST number?
GSTIN is needed for most taxable goods and services. If your business is not required to register for GST, check the current rules on gem.gov.in for how to register without it.
Is Udyam registration compulsory for GeM?
No. You can register without it, but you need a valid Udyam certificate covering the item to claim MSE benefits such as EMD exemption and purchase preference.
Why is my GeM registration stuck?
The usual reason is a mismatch between PAN, GST, bank and Udyam records — name, address or account holder. Correct the source record and re-validate on GeM.
