GeM bid vs reverse auction vs direct purchase vs L1 purchase

The four ways a government buyer orders on GeM, what decides which one is used, and what each means for you as a seller — catalogue, documents and pricing.

Why the buying mode matters to a seller

On GeM, the same item can reach you through four different routes. Small orders are often placed straight from catalogues, larger ones go through a competitive bid, and some bids add a reverse auction. Each mode rewards different preparation: a sharp catalogue for the first two, complete documents and a well-judged price for the last two.

Which mode a buyer may use depends mainly on the order value and the rules in the General Financial Rules (GFR) and GeM's own policies. The exact value limits have been revised over the years, so check the current figures rather than memorising them.

Direct purchase

For low-value orders within the direct-purchase limit, a buyer can pick any seller whose catalogue meets the requirement and place the order directly. There is no bid, no document upload and no evaluation round. What wins: a complete catalogue in the right category, a sensible price, stock and delivery coverage for the buyer's location.

L1 purchase

Above the direct-purchase limit and up to a higher limit, the buyer compares catalogue offers from several sellers or OEMs that meet the specification and orders from the lowest-priced one (L1). Again there is no bid you can respond to; your catalogue price at that moment decides whether you are L1. Keeping catalogue prices current is therefore part of selling, not an afterthought.

Bid (e-bid)

Above the L1-purchase limit — or whenever the buyer chooses — the requirement is published as a bid. Sellers in the category submit documents and a price before the end date. The buyer evaluates technical compliance first, opens the prices of qualified sellers and awards to L1, subject to any purchase-preference rules. This is where eligibility conditions such as turnover, past performance and OEM authorisation apply.

Reverse auction (RA)

A buyer can enable a reverse auction on a bid. After technical evaluation, qualified sellers compete in a live, time-bound online round, lowering their prices. The final RA price decides L1. The bid document says whether RA is enabled; if it is, your initial bid price is only the opening position, and you should decide your floor price before the RA starts.

How to prepare for each mode

  • ✓Direct and L1 purchase: complete specifications, competitive and current prices, stock, wide delivery coverage
  • ✓Bid: eligibility documents ready in advance, careful reading of ATC, a price you can sustain
  • ✓Bid with RA: a clear minimum price worked out beforehand, and someone available for the full RA window
  • ✓All modes: valid certificates and an up-to-date profile, because buyers can see them

Frequently asked questions

What is the difference between a GeM bid and a reverse auction?

In a bid, sellers submit sealed prices once and the lowest qualified price is L1. In a reverse auction, which a buyer can add to a bid, qualified sellers lower their prices live during a fixed time window.

Can I respond to a direct purchase on GeM?

No. In direct purchase and L1 purchase the buyer orders from catalogues, so there is nothing to respond to. Your catalogue's category, price, stock and delivery coverage decide whether you are chosen.

What are the value limits for direct purchase and L1 purchase?

The limits are set by the General Financial Rules and GeM policy and have been revised over time. Check the current values on gem.gov.in or with the buyer.

Which buying mode is best for a new seller?

Direct and L1 purchases need no past performance, so a complete, well-priced catalogue can bring early orders. Bids, especially those with MSE or startup exemption, are the next step.
