Direct purchase is the simplest GeM buying mode: for low-value orders within the limit set by the General Financial Rules and GeM policy, a buyer can order directly from any seller whose catalogue meets the requirement, without a bid. Because there is no competition at order time, a well-priced, complete catalogue with stock and delivery coverage is what wins these orders.
