Definition
A PAC is issued by the buyer's competent authority to justify buying an item from a single make or source — for example spares that only the original manufacturer supplies, or equipment that must match existing systems. A bid backed by a PAC is effectively limited to that OEM and its authorised sellers, so other brands cannot compete.
In simple words
PAC matlab 'sirf yahi brand chahiye' ka sarkari kaaran — doosre brand wale is bid mein nahi aa sakte.
