What Buyer means in a GeM tender

Definition

On GeM, a buyer is a government organisation — a ministry, department, PSU, autonomous body or local body — that purchases through the portal. Inside the buyer organisation there are separate roles: the official who creates the bid or order, the consignee who receives the goods, and the paying authority or DDO who releases payment.

In simple words

Buyer matlab sarkari kharidar — jo office tender nikalta hai aur order deta hai.
